This foundational step led him to a distinguished career in the U.S. Navy, where he served as a Naval Flight Officer specializing in electronic warfare. His primary responsibilities included serving as Counter-Measures Officer and Navigator on the EA-6B, an aircraft equipped for sophisticated electronic attacks. During his tenure, he was deployed from the USS Midway, participating in critical operations such as Desert Shield and Desert Storm in 1991, which were crucial campaigns that marked his early career with significant achievements.

After concluding his active duty, Jim's career trajectory took him into federal law enforcement. He joined the FBI as a Special Agent in Norfolk, Virginia. In this role, he was a foundational member of the Tidewater Joint Terrorism Task Force, a unit created in response to emerging terrorist threats. Additionally, he handled specialized duties involving aerial surveillance, utilizing his skills to monitor and gather intelligence on terrorist and criminal activities from the air.
